Moustafa’s pathway runs from player and coach to architect of world handball. He twice led the Egyptian Handball Federation (1984–92; 1996–2008), served as Secretary-General of Egypt’s NOC, chaired the IHF Commission of Coaching and Methods, and sat on the IHF Council (1992–2000) before being elected IHF President in 2000; in 2004 he joined the ASOIF Council.

Most recently, he was re-elected at the IHF’s virtual Congress in November 2021, continuing a tenure that has coincided with the sport’s expansion across 200+ member federations and growth in beach and women’s handball.

The next presidential election is scheduled for the 40th IHF Congress in Cairo, 19–22 December 2025. He holds a doctorate in sports administration from Leipzig.
